USB Flash Drive Formatted to wrong storage size

I bought a Sandisk 128gb flash drive and let someone use it as a windows recovery drive. When I got it back and plugged it into my computer it told me I had to format it so I did (not really knowing what to do). Now it's showing up as a 32gb flash drive and I want it to go back to its original size. Any ideas on how to do this?

From the elevated cmd prompt (run as administrator) run these commands
diskpart.
list disk.
select disk {number}
clean.
create partition primary.
select partition 1.
active.
Then format

when it was used as a recovery drive the partition on there protected from gui format, need to remove that partition
