Question USB flash drive not recognised anymore

I used PowerISO to make a bootable USB flash drive and the drive is no longer recognised by my Windows 10 desktop, my mother's Windows 10 laptop or my Antix Linux laptop. I can't use the "HDD LLF Low Level Format Tool" from HDDguru.com because the drive is not listed there. Is there anything I can do except throw it away? Thanks.

Is the USB drive listed in Disk Management when plugged in?
