USB flash drive with corrupted directory

I bought a Transcend USB flash drive in India - 32 GB - unopened packaging - which Transcend later claimed is counterfeit. Using several computers, I cannot access the drive.
I cannot format the drive using both W7 and DOS formats on different computers. The format always runs almost to the end and then fails, reporting corrupted directory.
I am not trying to recover any data - I only wish to repair (uncorrupt) the directory
Is this possible?

If counterfeit it could also have hardware faults as counterfeit flash drives often use reject components

In the worst cases they modify the controller chip to lie about capacity eg 16MB flash chip controller modified to pretend to be 32MB or 64MB.

Once 16MB capacity reached data loss occurs

throw it away or ask for your money back if possible
