USB Headset Sound Problem

I just got an Arrow Gs-4522 USB 2.0 headset and when I plug it in the sound is there for a couple of seconds then it disappears, even though my laptop still shows that sound is playing through the "PnP Speakers" (that's how it recognizes the headset). I've tried both usb 2.0 and 3.0 ports and installed and uninstalled the drivers multiple times. It's my default audio device. I'm on a Win 8.1 Toshiba Satellite S55-B5280. Also the headset functions fine on other PCs/Tablets with both Win 7 and 8.1. I've tried everything I can find online even turning off the thing that stops USB ports when the power is low. Customer Service said it might have to do with the device being 2.0 and being plugged into a 3.0 slot but I also have a 2.0 slot and that doesn't work either.

try plugging it in and finding it in device manager and then deleting it from device manager. When asked if you want to keep the files - respond no.
Now unplug the headphones and wait a minute and plug them back into the exact same port. That will force the drivers to reinstall. Lets see if that fixes them.

I tried it twice no change at all. Does the fact that it's a 2.0 device and i have mainly 3.0 ports effect it in any way? I have one 2.0 port.

Also I just noticed that if i open up the USB PnP Sound Device program and click on Xear Surround Max(to either enable or disable it) when the sound is off it turns on again for a brief moment
