USB Install Boot Loop

Booting from USB and the PC (XPS 200-I know :/ )reboots after 57 seconds of showing the windows 10 logo then the system repeats this process. Tried several different BIOS settings related to the HDs and nothing has cha nged. Ubuntu installs and works fine on the antiquity, but I was wanting to see what Win10 could do.

The BIOS of the D 820 indicates it is a 64 bit CPU.

Any ideas?

Swapped in PCIE video card and the same result. Tried XP, Win 7, Win 10 and none of these will install except Ubuntu Desktop.

Tried DVD and Win 10 does the same thing, but the loop takes longer. Win 10 install simply reboots the system after sitting at the screen with Win logo. I was able to get a Vista-32 bit and 7-64 bit to install.
