if it is an older Windows install with a new motherboard it can lead to conflicts like these.
try reinstalling Windows and then installing your motherboard's drivers.
It's Windows 8.1 Pro X64. I have NO idea why the Chipset updates weren't working BUT, eventually trough a third party software, i managed to update the USB drivers and got them working
by "older Windows install" i just mean it was in use with your last motherboard, not a fresh install for the new board. there are lots of problems i've seen amount with systems from doing this.
but if you're not gaming or doing any intense processing you probably won't have much to worry about in regards to registry errors, losing system speed or gaining lag with devices. just browsing the web or simple media tasks don't take much resources or many special drivers and/or features of your system.
