Question Usb issues when booting computer

I'm having an issue with my freshly formatted computer, for some odd reason when I boot up the pc it's turns the mouse and keyboard on as usual but then when it gets to the Windows login screen they then turn off and then turn back on in about 30 second's, also I hear the usual beep as if I've just plugged them in...Using Windows 10

Sounds like they might be plugged into USB3 ports and you're left waiting for Windows to load the drivers.
Have you tried plugging them into usb2 ports or the top most ports on the rear of the tower?

I have a tomahawk b450 max with Ryzen 5, it doesn't seem to have USB 2.0
