After about a month of trying to figure out the issue I had been having with my new system I have finally narrowed it down. Upon disconnecting hardware from the ports in the rear of my motherboard, windows will not recognize any new hardware plugged in after the disconnect. I mean, hardware im trying to plug in wont even get power. For example, I had a spare keyboard around and wanted to give it a try, I unplugged my current keyboard from the usb port in the back of the pc, tried the new one in the same port and no power and no pop up in windows. When I tried to plug the original keyboard back in, same issue no power, no recognition. The problem is only fixed with a hard restart, as windows will not shut down itself. Restart hangs and the circle spinning screen, and shut down will do the same. Im pretty confused at what could be causing this. Any ideas?

Solution
Hi,
I encounter this problem same on my mobo, after long months of struggle I find a workaround

The USB problem is related to the USB 3.1/3.0/2.0 drivers on 7,8,8.1,and 10 both asmedia and intel drivers from ASUS site. So do a clean Windows 8.1 install (on this version it seems to work, not tested on 10 or 7 ) after that install all needed drivers from ASUS website (audio, lan) except the USB ones. Windows 8.1 will found automatically both USB drivers and install them from windows update(make sure you have activated to found drivers from windows update) and after that everything works perfectly.

The worse case for me was not only the USB drivers weren't working at all but the PC doesn't restart or shutdown from windows.

Do not install...

Do not install the latest USB drivers from ASUS,they are broken !
