USB keyboard/mouse not working during startup

Hello,

I am running a fairly new computer and have noticed an issue on startup. When I turn on or restart my computer my USB keyboard and mouse do not function. I am unable to access BIOS or any of the startup options. Once I get to the black windows screen my mouse and keyboard lights come on and everything works just fine. The first thing I tried was updating my BIOS via a @BIOS program that came with my motherboard. This did not fix the problem. When I first built my computer a couple months ago I was able to use my keyboard/mouse on startup. I am unsure as to the exact date this problem started. I am using a standard wired dell keyboard and logitech g5 mouse.

I have same problem , have to plug in a ps2 keyboard and start windows the go to divice manager and them have all my usb ports coming up yellow , then remove them all and rescan , windows then pics them all up again and everything works , but i gets anoying everytime you restart it has to be done all over again ... ;(
