Usb mouse and keyboard not working after changing the OS

I have a problem with my usb mouse and keyboard it was stuck when i was on windows 10 but i anyhow changed my OS to windows 8.1 and my problem is solved but after some time my problem is back and my mouse and keyboard stops.

check you have latest drivers for motherboard, its likely you have an old USB driver.
