Just built my first pc and I was able to boot up no problem. I was installing windows 10 pro and my pc was prompted to auto restart as one of the steps. When my pc booted back up I received a message “USB over current status detected” followed up by the pc shutting off 15 sec later. I’ve tried unplugging all external USB as well as internal and rebooting and still no luck. I’ve taken the cmos out for 5+ min. Out of options at this point.

if you have absolutely no USB ports or headers on the board occupied then there is a defect with the motherboard.

usually this only occurs when a USB port has too much power being drawn such as when using an expansion hub with too many devices connected or USB splitter cables that can't handle the load.
