Have you tried multiple USB ports? What about another PC?

When you have it pluged in you can go to disk management and see if it shows there , if it does then you may have to activate the partition and assign it a drive letter.
You need to give more information , like what Operating System are you using and what are the components of your computer , you are asking us to work blind here in answering your question.
