I was wondering if you already tried Updating the USB drivers for Windows? If so and the issue is still there, please try uninstalling all the USB drivers, and let Windows 10 re-install the default ones. Try restarting the PC to complete the installation if needed.

You can also try Disabling Fast Startup, restarting the PC, and then re-enabling the feature.

Please report back with the results for any further assistance.
