Usb Polling Rate

I am not sure if this is the proper section but here goes.

I have winxp sp3.

I have tried every type of procedure to change my default polling rate: 125hz, to anything higher, like 500hz, 1000hz, 250 hz.

I have gotten it to go lower using this program: http://sweetlow.at.tut.by/download/hidusbf.zip

Please help me I don't know if I need a new usbport.sys file or what?

Polling rate for what??????? Keybaord, mouse... we need to know.

This would be for my mouse and webcam, the mouse I have is a Logitech optical mouse it is really cheap, so I don't know if it can go any higher.
