Question USB ports and PS/2 not working on bootup.

Hello, I have turned on my system after a long time. All the usb ports are not working only the PS/2 keyboard woks once the windows has loaded up.

Here is the detailed issue. So when I turn on the system the keyboard led lights up for a second and mouse led turns on for whole time. That means they are getting power from usb ports but still they don't work. Now I've tried to use ps/2 keyboard which works fine but only when the windows has started up. The PS/2 keyboard is not working at boot menu as well as I wanted to check if the USB is disabled in bios but due to the above I am unable to enter into bios settings. Please help me out. Nothing is working when connected to any usb ports

Have you tried to reset the bios to the mobo?
 
Yes, I did by putting out the cmos but there I got a checksum error and still the keyboard still not working after putting the cmos back. PS/2 keyboard and mouse working fine but when I press "Delete"to enter bios it doesn nothing and skips the boot screen to windows.
