USB ports aren't working, BIOS update?

I was talking to a tech guy from where I got my (custom) computer. he said to update BIOS, will this help? and also:

Generally speaking, you should only update your BIOs if it is to remedy a problem. I would suggest first checking with the MOBO manufacturers changelog and see if any of their latest updates address and USB issues. If so, then yes, update the BIOS. BE SURE YOU READ AND REREAD THE INSTRUCTIONS. If you havent ever done a BIOS update before, you can ruin your board if done wrong/ improperly (hence why its only done for a good reason)

Is this an issue with ALL the USB ports, or just some? Usually these types of issues are found to be on the front panel ports, they have a cable running from the case to a USB header on the motherboard itself.

I will be checking the connections right away, this is on all of the slots.
