USB ports dont work after POST

I just built my first pc and tried installing windows but after setting up the BIOS and windows boots then I cant use any of my USB ports. I don't have PS/2 ports and I have tried all the USB ports.
I have tried resetting the CMOS
I have tried using BIOS defaults
I have tried turning legacy usb support on and off
I have tried updating the BIOS.
I have changed my mouse and keyboard
Any help would be greatly appreciated.

Update I bought a new motherboard ASUS Prime 350m
Still doesnt work
Bought 2x ps/2 to USB adapters still doesnt work

Im going to buy an Asrock motherboard as those have served me well in the past

That sounds like you are using an older unsupported OS.
