Question USB ports don't work on motherboard and nothing comes up on screen, CPU, GPU and PSU fans all spin. RAM was taken out and switched into other slots.

USB ports don't work on motherboard and nothing comes up on screen, CPU, GPU and PSU fans all spin. RAM was taken out and switched into other slots and still nothing.

Can it be the CMOS battery or is the motherboard dead? helpppppp!!!

UPDATE: it wasn’t the cmos battery I replaced it and still nothing,
I just bought a new motherboard and I’m waiting to see if that solves it,
The psu is a rosewell 500 psu and I have a gtx 660 and am i3 3240
I took out ram and gpu and still noting.

I have a motherboard from a dell Optiplex, that has all components in, the only issue is that it doesn't display when all components are in and USB ports don't work, I took out the ram and put it in different slots but nothing, I've replaced CMOS and took out CPU.

Note: ALL FANS SPIN!!! but nothing displays
