USB ports fail upon entering windows 10

Recently I bent my motherboard USB 3 header and straightened it out with a metal screwdriver. This may have shorted it out. Now, the USB ports work fine in the bios, but as soon as win 10 loads they stop working. Connected devices act as if they are connected, but I can get no input from them. I have switched over to a backup copy of Windows made before the problem started, to no avail. I plan to get a USB add in card and run my devices off of that to see if that solves the problem. Does anyone have any idea what to do?

I don't think it can be a driver problem because I switched over to a disk clone I made before the problem started. But if it were, how could I load new drivers if I can't use any peripherals?
