My problem with this was solved. Two tools helped troubleshoot the problem.
I started by using USB DeView

With it, I could see Port_#0002.Hub_#0002 as the one constantly connecting and disconnecting (the Connected column showing yes/no).

It was with Device Tree View, I was able to look at all USB Hubs, with their sub ports.
One port showed with an exclamation, it was a "Port_#0002" (or just port 2), but nothing clearly indicated that root hub as Hub_#0002. What I did see on that same root hub but in a different port was my Logitech unifying dongle.
That dongle was plugged into the back of my motherboard and pulling that confirmed I was in the correct area.
At that time I caught a glimpse of the port 2 (the one with the exclamation mark) change to have an expansion marker ("+") and when I clicked it, saw another hub, a 4 port one, show up, and then disappear.
The sounds of course, matched when it appeared and subsequently disappeared.
I then started looking at each of the cables connected on the back of my motherboard, and to shorten the story, found an older USB2.0 hub connected, which hadn't been in use for some time, it was from my previous build and replaced/augmented by a newer 3.0 powered usb hub that I bought ..
I pulled that older USB2.0 hub out, and that stopped my constant connect/disconnect sounds.
This had been happening for some time, but only in the past day did it start happening non-stop. I can only assume this older hub finally gave up the ghost, and since I wasn't using it anyway .. just tossed it in the trash.
Hopefully those two tools will help you, again the first one just to verify and find markers, the second to help ID each device, and you'll see something that you know "in that area" to hone in on.
