USB Ports keep shutting down from heavy internet usage

Hi!

I'm not sure what this problem should go under, but ever since my computer was built, there has always been something wrong with it.
The most annoying problem however, is that when ever my internet usage is too... high(?), a few of my USB ports just shut off.

For example, if I Skype, while playing an online game that requires heavy internet usage, while downloading something else, all of a sudden, the USB port that my wireless adapter is connected too, and my keyboard, just shut off. Now that I think about it, I also have 2 Xbox controllers connected too, those also become unusable.

The only things the still work afterwards is the monitor, speakers, mouse, and my headset. The problem, however, can be fixed simply by restarting. The USB ports still work, for example, the glowing ring in the middle of the Xbox controller is still glowing, but all 4 parts are lit, instead of just one.
It doesn't matter which port they are plugged into, I can rearrange what is plugged where all I want, my computer always leaves my mouse and headset alone, while everything else is unusable.

But sometimes if I'm lucky, the keyboard gets left alone. Then I just have to worry for when everything shuts off again.
It could be a power problem, motherboard problem, case problem, or CPU problem, I'm not quite sure what it is.
I've tried using different wifi adapters, mice, speakers, controllers. Its always everything but the mouse and headset/speakers.
