Question USB ports not recognizing when OS boots

First of all USB flash drives are recognized in BIOS but not mouse and keyboard.

Luckily the Mobo has a ps/2 connector so i can use a keyboard but its kinda difficult operating around the OS with just a KB.

The mobo is a
ASUS-P5K3 Deluxe
LGA775 Core 2 Quad
4GB RAM
and at the moment im using a GT 710 but i have a GTX 950Ti

i don't think the PSU is the problem however the board has an 8 pin connector and i'm using just the 4 pin because the GPU isn't power hungry

Just need advice on how to get the USB ports operational again I've tested them all for voltage that's a pass! plus i've tried the good old device manager trick with no positive outcome!

Really after all this my question is, Is this a hardware issue or conflicting drivers. BIOS setting appear normal as i've not changed anything !

Based on what you tell here, the most likely reason is that the USB ports simply missing power because you don't use an apropriate 8 pin power plug.
