USB ports not working after exiting bios or booting windows

I just upgraded my computer, replacing the graphics card, motherboard, cpu and ram. I have a gigabyte 1080ti, msi B350, Amd ryzen and gskill tridentz 2x8gb ram.

After replacing the necessary parts, I attempted to boot my computer, which worked successfully, but once I reached the log on screen, I was unable to use the keyboard or mouse that were working in the bios previously. I have tried resetting all the options in the bios, I have tried changing the usb related settings in the bios and changing the boot order. I have tried installing drivers through the cd drive, but it doesnt install. I have tried booting in safe mode. I have done some research on whether Id have to reinstall windows, but half the people said yes, and half the people said no. Id like some help as I was very much looking forward to playing with my new card.
 
Any time you swap a motherboard, the safest and most stable thing is to do a clean OS install. If you are attempting a Windows 7 install, check the motherboard manufacturer's page for any special support for Windows 7. New motherboards were designed for Windows 10 and require extra work to support Windows 7.
 


I thought this would be the answer, but I still cant use the mouse and keyboard to select the language etc. I will try buying a ps2 keyboard and see if that fixes anything.
Edit: ps2 keyboard worked and now my pc is up and running fully.
