USB ports not working on bootup

My Asus P5E3 Premium motherboard is not recognising anything on bootup from USB connectons. We have tried different devices but nothing shows. We cleared CMOS but no luck. Any recommendations?

See if there is setting in BIOS to set USB as "Legacy".
