Usb ports not working

Hello,
i have a packard bell easy note .my usb ports suddenly stopped working , i have looked at them device manager it tells me they are working ok ,i have also reinstalled windows vista and they still dont work can you help me please

Could be the USB controller on the board..... = bad. is the a laptop? Is a PCMCIA card an option or a PCI card if its a desktop?
