USB ports stop working after installing 3.0 driver

I have recently built a new pc using a ASRock mother board. I finally got Windows 7 installed on it and tried to get it to install the 3.0 USB drivers because it would not recognize any flash drives we plugged in. After I started the installation my mouse and keyboard stopped working. I tried restarting the computer, moving them around to different ports and enabling ps/2 simulation in the BIOS. All variations of these did not work. I am at a loss as to how to fix this problem and no amount of searching has helped so far.

I have tried safe mode but I still can not use the mouse or keyboard.
