[SOLVED] USB ports work but wont detect new devices when pc is powered on

USB ports cant detect a new device when the pc is powered on so i need to turn off the pc and turn it back on again for any device to work, if you can help me fix this that would be great cheers

then I think this is actually a dead usb controller on the board..
sorry.

the only other thing I can think of is clearing cmos (just take the little battery out of the motherboard and either put it back in or replace it with the same one)

but I doubt that will help.
