USB Power Not Connecting

Essentially, I am making a pc for my brother and it is using an old motherboard of mine, the B250-H3 Gigabyte motherboard. I’m trying to install windows and I am trying to get into the BIOS to boot off of the USB drive with windows on it, but whenever I plug in a keyboard it fails to recognize it at all. I’m stuck about what it could be and I would enjoy some help.

It has a PS2 port. Get a USB to PS2 adapter and go in through the PS2 port.
