Question USB problems

My computer is fairly new, just built it a few months ago everything was working fine until last week. My brother was playing league then the game froze rabdomly. After a restart the mouse and keyboard wouldn't move but they were still lighting up and Windows starts normally. Any idea how to fix? I've tried resetting cmos and a p/s 2 adapter ( I've read sometimes this won't work with some USB mice still) but still no luck.
Motherboard is a z370 - a pro

Click to clear the Maximum memory check box, and below it type 31gb(this will be your ram memory to use for your OS, with this your reserve memory is about 1gb, note 32gb-1gb(desired system reserve)=31gb) then click OK . After that shut off the pc pull the power plug, then press the power switch for 10 seconds and then plug the power plug and press the power bottom to boot the pc. Check if the keyboard works.

I can not access anything on my computer, my mouse and keyboard will not detect any input I can only turn on my computer, I think I found a potential fix though, I have a cd for drivers but I don't have a cd player on my PC, do you think that'll work?
 
Try using an old PS2 mouse and keyboard, unplug you pc to the wall and if your pc has a power switch on its psu shut it, plug the ps2 mouse and keyboard then plug power cord and turn on the psu power switch check the ps2 mouse if lights up when switch on the psu tend turn on the pc.

Do they work in the BIOS and only stop when Windows loads? If they don't work even in the BIOS and you already did a BIOS reset, I would contact the motherboard vendor support.
