USB RAW - How to format NTFS?

I buy it there and it's unable to format NTFS.
Any one can help me?
I try by HPUSBDisk and Bootice

Try HP USB Disk Storage Format Tool (is that what you meant by HPUSBDisk?), if that doesn't work you were probably sold a counterfeit USB drive. Fairly common at those weird sites. Try to sent it back and get a refund.
