Question usb root hub (3.0) not showing in device manager after bios->uefi and fresh windows 10 install

mobo: Gigabyte GA-P67A-UD3-B3 (rev. 1.1) UF1 (about a decade old.)
processor: intel i7-2600k (also about a decade old)
64 bit windows 10 home on a samasung 850 evo SSD (newish)
the usb 3.0 are the two attached to the mobo, and they worked before update and wipe.
normally I'd assume it was a driver problem, but there's no driver listed in device manager.

I checked bios and everything seems to be correct.
I don't know how to screen shot bios, but everything is set to to standard and everything else seems to be working fine.
I made sure usb 3.0 root was enabled in bios.
I fiddled with it a bit and tried switching some things to legacy or ufei and legacy etc, but that didn't change anything.

let me know if I missed anything.

there's no windows 10 driver. their last driver is from 7 in 2010, and it didn't fix my problem when i tried it before, but I can try it again.
