USB Shuts off

I'm trying to do a clean re-install of Windows 7. When I boot from the DVD, the USB is working when the screen says that it is loading windows files. When you get to the screen that would start the Windows install, the USB quits and I can't go any further.

I looked at the CMOS Setup Utility and I found that the USB Controllers, the USB Legacy Function, and the USB Storage Function are all enabled.

For some reason, Windows is shutting off the USB in the first install screen and I'm not sure how to get it working again.

Any clues?
