This is my build: https://uk.pcpartpicker.com/list/khXdq3

I only have one usb 2.0 header (F_USB1) which is used by my case for two usb ports on the front panel.

When I went to install my wifi card, I learned that it requires a usb header. I have not installed the card yet as I am unsure what to do.

One idea I have is to buy a usb header splitter, such as
https://www.ebay.ie/itm/Motherboard...726245?hash=item3fd2bfd265:g:qZ8AAOSwVJFd4De2 ,
and connect the two front panel usb ports via their cable to it, and the wifi card to it.
Would this enable me to use all usb ports and wifi/bluetooth functionalities?

Solution
You only need the USB cable attached for the Bluetooth function, if you could care less about that then skip it. If you want Bluetooth then the adapter will work for you, I have used them before myself.
