USB Sticks Not Recognised

I reinstalled win 7 ul x64 today and for some reason when I plug in a usb stick or external hard drive windows fails every time to install the drivers for it.Device manager shows code 10 device cannot start.When I boot my pc to the other windows 7 I have they all work fine.Its got to be a driver issue somewhere, but the only one I see with a yellow mark by the device is the usb stick. Any ideas on what to check..

Have you checked Disk Management?
-plug the drive in
-Right click on My Computer, Select Manage
-Go to Disk Management on the left pane
-Your usb drive may show as Disk # (e.g. Disk 3)
-Right click on that disk and assign it a Letter (Selected "Change Drive Letter or Paths")

The usb drive should now pop up as you would normally expect

I checked disk management and it does not show .In device manager it shows USB disk 2.0 USB device with yellow mark, device status,This device cannot start. (Code 10) .
