USB to PCI-E x16 Graphics Card

That does not look like it will work directly off the USB3 port, they are using a USB cable as a cable to run from the PCIe x1 to the PCIe x16 adapter. Look at how it's connected, there is a small PCIe x1 connection with the USB cable on it, and the listings states "Using USB3.0 cable as extender cable, more safer,more efficient,more practical." To me that sounds like the USB cable is just there to send signal from the PCIe x1 connection to their board.
