USB to VGA or GPU for additional monitor

When using a PC for business use (no intensive applications) does it make more sense to go with a USB to VGA adaptor or buy a cheap video card? Which one uses more resources on the system? And would either impact on system resources be noticeable?

This is for a PC that does not have a second option to connect another VGA monitor.

USB can be resource intensive and unless it's a usb 3.0 one, the quality kind of sucks. Does the current PC have other ports like DVI, HDMI, etc, because you can use an adapter to go to VGA if that is the only input the monitors have.

if you have a free slot for it go for a cheap video card, USB versions perform bad, compered to a real card.
