USB Wifi Adapter capped at 20 Mbps?

I had a Linksys WUSB100 ver. 2 and recently purchased a Rosewill RNWD-N1501UB. For some reason they both seem to cap out right around 20Mbps. I didn't recognize what was going on until I tested them both at two different places.

They were both connected through USB 2.0 outlets. They were both connected to routers running 802.11n. I tried them in two different houses on two different routers, and they both come back maxed out at 20 Mbps (give or take 2-3 Mbps). Both routers have other wireless devices connect and getting the full 50+ Mbps from the connection.

Maybe it's just a coincidence, but it just seemed to oddly similar of an issue to be simply interference. Is there something I'm not aware of that is leading to this result? Am I confused about how these devices are supposed to work?
 
This is odd as these devices are not capped at 20 Mbps. You can try and see if there is an updated driver for the wireless adapter. Also, sometimes a USB port defaults to a slower speed and goes to USB 1.1 so I would check on the USB drivers as well.
 
I should mention that both computers are Windows 8.1 and running the default drivers. I've tried updated to them with the most current drivers offered from the websites, but I'm always prompted that I already have the most up to date drivers.

I ran HWiNFO64 on both and it lists both the ports and devices as USB 2.0. I have no idea how to check if the port is getting limited to USB 1.1, but even that doesn't come out to 20 Mbps.
