If you can find the correct type of USB extension-cable, yes.

Yes, as long as one side is a host and the other is a device. The host must also be able to provide power (usually 5v 500-900mA) or the guest have power supply of its own. Why? Are you trying to mount an external HDD on your Android phone/tablet via the micro USB port?
