Question USB3.0 Ports work but 2.0 do not?

I'm trying to fix my sister's computer. The motherboard is a Gigabyte x79 up4. For whatever reason the USB 3.0 ports all work fine, but the 2.0 ports don't register when you plug something in. The only drivers on the Gigabyte website are 3.0 drivers, which I assumed also installed the 2.0 drivers, but maybe not?
Both USB 2.0 and 3.0 are enabled in the BIOS.
There aren't any driver conflicts in Device Manager.
Are there generic USB2 drivers for Windows 10?
Windows Update says the system is up to date - version 22H2.
I'm kind of stumped at this point.

Oh, the USB 2.0 ports work in the BIOS as well, so its definitely a Windows driver issue...
