USB's dont work until i clear cmos

basically my usbs dont work until i clear cmos with the clear cmos button im running my antivirus rn to see if its a virus but if it isnt then ill need help

no warrenty on my mobo or cpu btw

Everything was fine until I got my r9 280x from newegg

i think i fixed it but now when i enter the login screen it freezes while its making that windows sound. Only works if i clear cmos
