Question Usbs not outputting power

My pc was running a bit slow but working perfectly fine so I restarted it. Now my keyboard and mouse don't have power when Windows boots. For some reason they have power when the pc turns on and I can choose to enter bios, but as soon as Windows boots they lose power (no leds or ability to type or click). As you can imagine this is causing issues as I can't get on the pc.
