Is it possible to use a MacOs Monitor in a windows system and have all the capabilities, including touch, to work?

Mind sharing a link to the monitor you're asking about...? A picture or it's model would help us two fold. As for your Windows system, perhaps parse the specs to it, like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
The display part itself should work fine as long as it's using a standard. The touch screen part may or may not work, depending on how it's passing the touch screen data to the computer and if there's a driver for it.
