Use monitor with laptop, or upgrade and build a pc? inner dilemmas :(

Backstory: my friend has a (~3k) pc and ($600) monitor and i was over at his apartment and saw him playing league of legends and it looked amazing (crispy, smooth, etc.)

I currently have a work laptop: Dell Inspiron 5000 series with I7

Other than using it for work, i use it only to play League. Currently I have it hooked up to my 32 inch tv: Samsung smart tv http://www.samsung.com/us/support/owners/product/UN32H5500AFXZA

Here is my dilemma. My budget is anywhere between (300-500$). I want my screen to look as close as possible to my friends (mentioned earlier) screen. Ofcourse I understand a lot of that is probably coming from his pc. However, after some research I found this monitor: http://www.amazon.com/Asus-VG248QE-24-inch-Ergonomic-Back-lit/dp/B00B2HH7G0

My questions are:
1. Will my laptop work on this monitor? If yes, will it be an improvement to my current situation?
2. Should I even buy a monitor? Or should I invest 300-500$ on building/buying a PC
3. What parts would i need for said PC?
4. Completely side note: My laptop recently started making a loud noise...all signs point towards the fan. It sounds like its just working overtime or something. Is this a urgent problem? Do i just buy a replacement fan?

1. Your laptop will work with this monitor, however it will most likely not be an improvement over your current situation

2. The $500 should go towards a PC as a $300 monitor will not improve the overall smoothness of the game because your computer cannot produce enough frames (this is why it looks really smooth on your friends computer, as he had a sufficient GPU to power the monitors)

3. You will need at least a dual core and a 750ti or above for the said monitor for it to run smoothly

4. It's the fan ramping up its RPM so that it can cool your CPU as it gets hot whilst you play the game. As it has had to do this for a long time it could be that the fan has seen some damage, so it could do with replacing but it should be of no...

Im just wondering if I should expect that range of price (700-800) for a pc and scrap my budget of 500$?

If you are looking to play AAA titles then that PC will more than pass that challenge. And for a computer of that price it will most likely land around 700$, however it is possible to get a cheaper one that can play your games for a little less but the graphics will suffer considerably.
