USED 3rd gen i5 occasional lag during games and normal pc usage?

Hi guys i just wanna ask is there a way to check if the cpu is still in good condition cuz i recently bought a used Intel core i5 for $85 and it seem like "not that good"

Cuz when im playing NBA 2k16 for example i get solid 58-60 FPS no lag (max settings)
but when i play GTA V while im driving fast it start as a "Stutter kind of lag" but when im going real fast the fram rate drops from 56-60 fps to like 14-23 ish fps my game settings is high to V-high i tried low-med and the same thing happened and
when i close the GtaV app my computer is lagging for like 20-30 sec is it normal that pc lags after closing an application like gta V?
IDK if i bought a very used and abused cpu or im just paranoid about this stuff.

btw my spec is:
Intel Core i5-3570 non k
Asus p8h61-M LX3 plus r 2.0 mobo
gtx 750 ti oc
4 gb ram idk the brand but its slimmer than usual rams
powerLogic 700w psu idk if this thing is rated

so my question is:
-is this performance issues normal to my PC specs?
-if it is what can i upgrade to make my gaming experience better?
-are these issues may have caused by a virus?
-is there a way or a test to check is my cpu is still "healty", i can refund this cpu bcuz the guy i bought it from is friend of my friend.

OH and heres a thing my HDD is 5400 rpm so it may be the reason of the lag? cuz i noticed that when the game is lagging its actually loading something for example then theres a pop up text or message or someones calling from the phone it stutters and when the "action" is done game is back to normal and while driving fast game lags and the textures are "slowly" loading and when its fully loaded game is back o normal.
is this an HDD rpm issue or do i need more physical RAM?

The 5400 RPM drive isn't helping , too slow , under 8 gb of ram isn't helping and the 750ti is a bare minimum gaming card.

7200 RPM HDD and 8gb OF RAM WOULD HELP , then upgrade GPU in the future for sure.
I googled your power supply, apparently it has a single 12V rail rated for 30A. That's abominable on a supposed 700W unit, and even those 30A might be optimistic for all we know. I couldn't tell you if the power supply has anything to do with this, but I can definitely recommend you replace it with something reliable.

however would u recommend a 3TB 7200 rpm HDD or a 1TB SSHD? i mean they're pretty much at the same price range,
and can i use my current hdd as a second drive when i buy a new one?

edit: do u think low ram and low rpm causes my performance issue sir?
cuz im still worried about the cpu what if it gives up after 2 months?
i wont do any overclocking anyway but my pc is running 24/7.
