Used ASUS ROG 1070 Strix overheating problem

Bought this card used by the way.

When I open up a benchmark or game, the card instantly hits the temp limit at 82c in seconds and starts to thermal throttle...

Fans do not do anything to help even at 100% speed (jet engine)

Even at idle, the card runs at 50c and when I ramp the fans to 100%, the temp stays at 50c even after a whole minute!

What I noticed tho... is that the heat sink is not even that hot...

What could be the problem???

Heat sink screws are loose?

Bad thermal paste maybe? Dried up or just bad application in general?

Help me save the momey I spent on this card! :(

If the card seems to be at those temps at idle, it's possible that the thermal paste has either gotten dry or there is a minor gap between heatsink contact and the GPU's IHS. Was the card purchased brand new?

Might want to mention the make and model of your PSU as well.

The card was bought used, forgot to mention that... my apologies!

I currently use an EVGA 500B 80+ bronze PSU which is probably the bare minimum to be honest... but I have seen people run this GPU with a 450 watt psu from corshair, but anyways, I am planning on upgrading my PSU soon so...

Anyways, so should I take off the heat sink and reapply thermal paste?
