Any suggestions for this partly used build?

It beats a i5 6600K on all core performance and loses in single-core because it only turbos to 3.73 and not 3.9 With an overclock it can beat a i5 6600K.

It would take a healthy overclock, to beat a 6600k, in gaming. Something that is not going to be achieved with a hyper 212 evo. Thing is, the 6600k, due to much lower TDP, could overclock to a level of performance, using same 212, that an old gen 1 cpu just isn't going to touch. The i7 975 extreme isn't much slower, than your CPU, and it trades blows with an FX 8350. http://www.anandtech.com/bench/product/99?vs=697

In gaming a 990x is roughly even, against an FX 9590. A chip that can lose to an i3 6100, in some titles.

True, I guess I chose the Processor X5677 because of hyper threading and the price difference. Do you think the Processor X5677 will hinder the GPU too much to where I should degrade the GPU to get a better CPU?

I would consider a better CPU/motherboard. Your cheapest option, if you want hypertheading, is a Xeon 1231v3, with an H97 motherboard. Since it is dual channel, you would have to drop down to 8gb, or try to find a single 4gb sniper stick that specs match, what you have. It is a 4th gen, Haswell, but still a better chip, than the one you listed. Otherwise, new motherboard, cpu, and ram, for a 6th gen skylake.

That case doesn't have usb 3.0 ports, to use the motherboard's header. Not sure on the quality, of that PSU. Changed your case and PSU, to correct that.
