Solution

why are you asking this? which CPU do you have?

Generally it's a little IFFY... just because of the heat that gets absorbed by the metal on the cooler, it may not be a "good" fit for your CPU as it was for the CPU it was installed on originally. sounds alittle weird but yeah.. that's just it.

You could go on craigslist or kijiji (which is available to you) and search for a CPU cooler. There may be some NEW ones for around 5$. but of course.. supply.. is not guaranteed.

If it were a used air conditioner I would say no. There's coolant in those that eventually will be need to be refilled and other issues can arise. You unfortunately fall into the vague crowd. You tell us coolers and a price but you fail to tell us which coolers. It really helps those who are asking question to post ALL relevant information. With a CPU heatsink that of course includes the heatsink make and model. The CPU of course matters. What if the person asking said I have already confirmed(or whatever) compatibility and I am only concerned about your opinion about used CPU coolers. Different story. We don't know your experience level. We could say yes and unknowingly advise you to purchase a cooler that isn't compatible with your CPU. Not trying to offend here. We just want to help the OP find the most appropriate solution. Without specifics we are sorta clueless.

Anyways, I would have zero issues with buying a used cooler such as the 212 Evo. Maybe not zero. Some people have modded coolers to fit their case/chassis/cabinet resulting in a broken and inefficient cooler. As long as the cooler is in it's original state I would say there isn't any harm. There is usually a very small amount of coolant in these coolers that evaporates, condenses, collectz and the process starts all over again. None of it escapes. It's not like the heatsink has moving parts, apart from the fan which can be easily replaced and is normally much cheaper than the heatsink. Other parts such as the HDD/SSD, GFX card and RAM would receive a resounding no as far as extremely cheap used parts. Refurbished by the manufacturer? Completely different story. I would purchase those. There is a limit to which cooler I would buy used. Would I purchase the H100i used at bargain basement pricing? No. I'd steer clear of extremely cheap CL water coolers.

I do have a K series CPU. However at this point there is zero reason to overclock it. All of my software runs perfectly and all games can have their settings maxed out with my 1080P TV with vsync enabled. They all stay at 59-60FPS. I might need to overclock in a year or so, to boost its performance but I simply like my CPU to stay relatively cool. Even though I'm not overclocking I still purchased the Evo becuase the stock cooler normally keeps the cooler about 10C hotter(more in my experience).
