Yeah, compared to building a new system with comparable performance, it seems like a decent enough price to me. A 4770k might be a few years old, but it can handle a good number of threads, and performance when overclocked might manage to be fairly close to a 7700 (non-k) among current processors. And a GTX 770 should offer performance roughly within the range of a 1050 or 1050 Ti, which should be fine for running most newer games at moderate settings. And of course, 16GB of RAM is more than enough to handle any of today's games.
I don't know what the current market conditions are like around where you live, so it would be difficult to say exactly how the price compares, but that price doesn't seem bad, so long as the system is in proper working order. You might also check whether it comes with Windows installed, or if you need to add an OS.
