Question Should my GPU (3 year old RTX 3070) be at 80° + 4000 RPM when running BG3 at Ultra?

Hey Everyone,
I'm not super saavy with Tech so I wanted to ask here, I recently purchased a Gigabyte RTX 3070 from a friend, he used it for around 2 years for gaming, now My setup looks like this:

ASUS Prime H310m-e
i5 9400 (regular old intel Cooler)
32GB RAM DDR4 (2600MHz I believe)
EVGA 650w PSU
RTX 3070

I know it's not the most optimized as everything aside from the GPU is about 6 years old (that I bought and built it) previously I had an RX 580 8gb which performed pretty well, but now onto the actual question.
I played Baldur's Gate 3 with my previous GPU with medium graphics with no heating or "loudness" issues, now I'm trying to play it with the new GPU and the fans are practically screaming at me, I took these screenshots from the NVIDIA Performance tab:

By default BG3 detects and sets my graphics to Ultra, but then the Temp goes around 77 to 80, and the fans has these peaks of starting to go at almost 4 thousand RPM, which are super loud. If I set the game to Low it stays at 47 to 52 and the fans don't go over 1600 RPM, Is this normal? As it's a used GPU maybe I should have a Tech change the thermal paste or give it some service?
I'm asking since I'm not sure if these are normal temperatures for the GPU and I don't want to harm it.

I think I should also mention I have an 29" Ultrawide LG Monitor going at 99 Hz, maybe Ultra for a 1920 monitor is not the same than a 2560?

Aside from this I've already bought a new PC to replace my current one and just move the GPU from this one to the other, so maybe that could help?
The new Specs would be:

ASUS TUF A620M-Plus AM5
Ryzen 9700X 5.6GHz (Watercooled)
32GB DDR5 6000MHz
Corsair 850W PSU
M.2 500GB ADATA

What type and from which manufacturer do you have an RTX 3070? Are the fans original and do they all spin? Did the original owner of the card change the card's bios or its settings? Is the air flow in the case sufficient?

The GPU is a Gigabyte GeForce RTX 3070 Gaming OC 8G, all three fans work and they are the originals, as far as I'm aware the original owner didn't change anything from the card aside from installing the NVIDIA Driver on their PC but nothing directly to the Card.
I'm not sure if the airflow is efficient, but it has 4 fans blowing inwards (1 on top 3 on the front) and I've taken the glass panel off.
Also worth noting I'm from Argentina and it's summer here so its usual to have 28 to 32° C (82 to 89° F) days, and aside a ceiling fan a door to the hallway and a window I don't have any other cooling features.

4 fans inwards and how many fans outwards? Otherwise, 4000 RPM is really a lot and outside the normal values, It would be a good idea to use HWinfo to check GPU core, hotspot and VRAM temperatures.

There are no outward fans, only those 4.

Now that I see the picture I wish I'd dusted it before, but that's basically it, the little figurine works as a makeshift column since it did sag a tiny bit.

For the new build I got the Phantek NV5 D-RGB (doesn't come with any fans), with the Watercooler so I'll most likely move some of these fans over.

I'll repaste the GPU and hopefully that helps as well.

The placement of the fans is not exactly ideal, especially for a country with a hot climate. Look here, for example.
