Used RX 480 with no display output

I recently bought a used MSI RX 480 Armor 8GB, but when I tested it, I get no display output from it via HDMI or DVI. The card's fans spin, and I can hear normal Windows sounds. I wondering if it's possibly defective in some way. The seller said that it was used for mining for four months.

I currently use an MSI RX 480 Gaming X 8GB, which works fine in the same system, and I've tested an XFX RX 480 GTR 8GB running fine as well. It shouldn't be a driver issue, as these are all the exact same GPU.

Thats what I was thinking, but it seems to work kinda? I tested the card in another system with an ASRock B450 Pro4, and it works. When I put it back into my system with an MSI B350 Tomahawk (July 2018 BIOS), there's still nothing. I tested the bottom PCIe slot as well, so it seems to be a very selective motherboard issue of some sort. blame msi
